Responsibilities
The post will be with the United Nations - African Union Peacekeeping Mission in Darfur (UNAMID), a peacekeeping operation jointly sponsored by the UN and AU and whose mandate is to support implementation of the Darfur Peace Agreement (DPA) and subsequent agreements, prevent disruption of their implementation, prevent armed attacks, and protect civilians without prejudice to the responsibility of the Government of Sudan. Within delegated authority, the Associate Human Rights Officer will be responsible, but not limited to the following duties: Conduct monitoring, fact-finding and follow-up activities in relation to the observance of human rights in the assigned area of responsibility in Darfur; Research and collect information pertaining to human rights matters from a variety of data sources (e.g. communications, publications, the press) to keep abreast of issues/events and provide up-to-date information; assist in the analysis of information, contribute towards regular and spot reporting on human rights concerns, violations and abuses in the assigned area of responsibility, Timely entry of human rights cases in human rights database as required. Observe trials of key cases in the courts; Maintain working relations with government authorities and law enforcement authorities and the judiciary at local level in order to assess specific cases, take appropriate preventive action, and to secure effective remedy.; Assist in providing capacity-building and advisory services, as appropriate, to national NGOs and human rights defenders working in the field of human rights; Review human rights issues, including gender considerations, and participate in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, humanitarian and economic efforts and programmes; Engage, in consultation with the supervisor, in dialogue with State authorities, including government administration, military, police, judiciary and non-state actors, in pursuit of the observance of human rights; Contribute to promoting initiatives linked to supporting human rights protection, in collaboration with UN agencies and civil society organizations, including NGOs - Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues within all activities; and - Perform other duties as required

Competencies

Professionalism - Comprehensive knowledge and understanding of human rights-related matters; ability to identify problems, i.e., political, ethnic, racial, gender-based, social, economic, etc., causing civil unrest in a country or geographic area; demonstrated research and analytical skills, including the ability to identify and participate in the resolution of relevant issues/problems; basic knowledge of institutional mandates, policies, guidelines, etc., related to human rights; skill in developing sources for data collection; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Planning and Organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan; Demonstrated ability to apply good judgment in the context of assignments given; Communication - Ability to speak and write in a clear and concise manner, including ability to draft a variety of reports, correspondence, etc.; Technological Awareness - Good computer skills, including proficiency in word processing, spreadsheets, other and relevant software packages; Teamwork -Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity

QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in law, political sciences, international relations, social sciences or any other discipline related to human rights. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience

At least two years of progressively professional experience closely related to the field of human rights. Experience working with international human rights standards, instruments and mechanisms and knowledge and expertise of gender and women's rights issues would be an asset. Experience in field operations and experience with Sudanese politics and history, including related to Darfur, is also desirable.

Languages
Fluency in spoken and written English is required. Knowledge of Arabic is highly desirable and fluency in another UN language is an advantage.

Other Skills

How to apply

In completing the PHP, please note that all fields marked with an asterisk must be completed

UN staff members must submit scanned copies of their two latest Performance Appraisal System (PAS) reports at the time of application to the appropriate Human Resources Office (HRO)/Personnel Office (PO) to the email address below, clearly indicating the vacancy announcement number. In case you have no access to the digitizing equipment, please submit hard copies of the two latest PAS reports to the relevant HRO/PO via fax
